005 Live Matchcenter event-broadcasting schedule updating

In the context of the live matchcenter event-driven broadcasting, facing the need to reschedule a match to start broadcasting based on alterations in the match,

we decided to use BullMQ and neglected crons or on-demand kickstarting of event broadcasting, to achieve reduced human-interaction and increased flexibility, accepting increased complexity and redundancy of checks,

because scheduling BullMQ to check for updates suffices.
