010 Live Matchcenter event-broadcasting event setup

In the context of the live matchcenter, facing the need to broadcast match update events,

we decided to broadcast a match-update event to BullMQ that includes the latest timeline state and neglected broadcasting solely changes since the last update, to achieve a single source of truth blueprint of the timeline, accepting increased payloads,

because broadcasting solely changes could lead to discrepancies.
