024 Live Matchcenter event-broadcasting event setup

In the context of the live matchcenter, facing the need to notify the touchpoints of the latest liveblog posts from Sanity,

we decided to broadcast the latest Sanity updates as part of the worker’s 30 second ticker and neglected updating the touch points with a separate event, to achieve the best compatibility between Sanity and Statsperform, accepting touchpoints have to wait for updates for a maximum of 30 seconds

because the alternative could cause race conditions that in turn cause stutters.
