009 Live Matchcenter event-broadcasting from worker to API

In the context of the live matchcenter event-broadcasting, facing the need to communicate match updates with the user-facing API’s,

we decided to use BullMQ events, to achieve increased availability and flexibility, accepting increased complexity,

because earlier decisions to use a separate worker dictate this way of working.
